Permissions for managing expenses for an Opportunity can be split between Team Admins (or assigned to one Team Admin but not another - meaning they can see the budget but not add expenses to it).
If they have permission for Expenses, then they will have the ability to add Expenses, Import Expenses, Etc., their screen should look like this:
If a Team Admin does not have permission, then they will not have the ability to add Expenses, Import Expenses, etc.:
